Cliff C. Serrano, Owner, Information Governance and Technology Professional/Owner

 

I  have been working in the Information Governance (IG) and Information Technology (IT) industry in some capacity for over 30 years.

 

I served in the United States Navy for six years as an Operations Specialist and in the New Mexico Army National Guard for three years as an Administrative Specialist. I was contracted by Los Alamos National Laboratory as an IT consultant in 2008. From 2000-2011, I provided Information Governance and Technology (IGT) consulting for several State of New Mexico government agencies including the Department of Transportation, Division of Vocational Rehabilitation, Environment Department and Commission of Public Records/State Records Center and Archives all as an Information Technologist. I was also contracted by the United States Department of the Interior/Bureau of Indian Affairs onsite at the Santa Fe Indian School (SFIS) as the Enterprise Content Manager.

 

I have formal training in many areas of IGT including Microsoft Windows operating systems, LAN/WAN networking technologies, several programming languages, SQL database design and development, website design and development, and graphic design. I hold industry certifications through Microsoft (MCSE - Microsoft Certified Systems Engineer), Adobe (ACE - Adobe Certified Expert), AIIM (ECM - Enterprise Content Management) Specialist, CompTIA and I am a certified RFP (Request for Proposal) Procurement Manager.

 

I attended Northern New Mexico College and the University of Phoenix with concentrations in Information Technology and Computer Science. I am also a graduate of Syracuse University's Institute for Veterans and Military Families at Syracuse University (IVMF) Business Administration program and The Haub School of Business at Saint Joseph’s University in Philadelphia also in Business Administration.

 

My company Blue Star Techs was a Sole Proprietorship that was transitioned to a Limited Liability Corporation in 2014. In recent years, I have shifted Blue Star Techs LLC's focus to a business method and philosophy called "Holistic Information Intelligence (HHI)" that I developed to assist organizations in incorporating core services that include Enterprise Content Management, Website Development, Mobile Technologies, Mapping and Geocoding, Computer Infrastructure, Graphics and Branding, Advertising and Marketing, and Training Components.
